However, in no case, does it appear that the right to free speech is an absolute, and this is particularly true in the United States and Canada.
The United States and Canadian societies are based upon the basic promise of freedom of speech and the exercise of human rights and indulgence. However, the two societies have very clear values about freedom of speech and they are distinctly different, The Canadians believe that it is inappropriate to allow speech that expounds hate or undermines the basic values of the society as they relate to tolerance. In the United States hare speech is technically legal and the only speech that appears to be restricted is that which may create a public risk or insight a crime.
