Essentially, this solution means giving a title for what this employee already does. This change would provide the leadership required at minimum cost and with minimum disruption.
Overall, it has been seen that the lack of leadership in the department is a problem that needs addressing. The solution of appointing the senior staff member leader deals effectively with the problem by providing leadership, while also avoiding the problems of hiring a full-time manager.
