Migrant Education

Title I of the NCLB Act deals with improving academic achievement of disadvantaged students. Migrant education is treated separately in Title I, Part C (“Education of Migratory Children”). In order to qualify as a migrant child, the child must be under 22 years of age and must be a) a migrant worker or fisher or b) the child, spouse, or under the legal guardianship of someone who is a migrant agricultural worker (U.S. DoE, 2002, p. 38). There are four key goals of the NCLB Act as it applies to migrant education: identify and address the education needs specific to migrant children, ensure that migrant children are afforded the opportunity to achieve the standards expected of all students, coordinate intrastate and interstate services for migrant children, and encourage family literacy services (U.S. DoE, 2002, p. 38).
